Council of Europe advances policy toolbox for AI in education

Experts convened on April 3-4 under the auspices of the Council of Europe to further develop a comprehensive policy toolbox aimed at enhancing teaching and learning with and about Artificial Intelligence (AI). This initiative signifies a significant step forward in harnessing the potential of AI in education while ensuring the protection of human rights, democracy, and the rule of law.

During the two-day gathering, specialists in AI and education from the Council of Europe refined the scope, structure, and content of the policy toolbox. Emphasis was placed on outlining the next steps necessary for its development. Notably, the toolbox includes a roadmap tailored for policy developers, serving as a foundational document for the formulation of a recommendation.

A collaborative effort led to the drafting of an outline featuring three main domains. Each domain encompasses specific tools focusing on governance, competencies, and education. This structured approach aims to provide comprehensive guidance for policymakers and educators navigating the integration of AI into educational systems.

The preparatory work on the policy toolbox is anticipated to culminate at the forthcoming Working Conference on “Regulating AI in Education,” scheduled for October 24-25, 2024, in Strasbourg. This event will mark a pivotal moment in advancing discussions surrounding AI governance within the educational sphere.

The policy toolbox’s significance is underscored by the evolving regulatory landscape concerning AI within the region. In March, the European Union Parliament passed landmark legislation, establishing the world’s first major set of regulatory guidelines for AI. This regulation is slated to come into effect at the close of the legislative session in May, following scrutiny by the European Council.

Guidelines such as those being developed by the Council of Europe are poised to play a crucial role in navigating the complexities of AI integration in education. By fostering responsible AI adoption and upholding ethical principles, these initiatives aim to ensure that learners’ best interests are safeguarded in an increasingly digitalised educational landscape.
